What Adult Family Homes Need to Know About the Region 1 FRI Pilot

Is Washington State Moving Toward Digital Investigations?

Washington State’s Adult Family Home Providers may be seeing the first signs of a broader shift toward digital oversight.

Residential Care Services (RCS) recently announced a Region 1 pilot program to evaluate whether certain Facility Reported Incidents (FRIs) can be reviewed through an administrative review and offsite investigation process rather than requiring an onsite visit. The pilot focuses on medium- and low-level harm incidents and will run from mid-July through December 2026.

While participation in the pilot process is not changing providers’ mandatory reporting requirements, it does introduce an important question:

Are providers prepared to support investigations through clear, complete, and organized documentation?

For many Adult Family Homes, the answer may depend on how digital their operations have become. 

What is the Region 1 FRI Pilot?

According to DSHS guidance for the Region 1 FRI pilot, Region 1 investigators will review certain medium- and low-level harm incidents remotely, based on documentation submitted by providers, rather than automatically conducting an on-site investigation. 

The goals include:

  • Improving government efficiency
  • Evaluating whether administrative review can be effective
  • Allowing investigators to review provider documentation remotely
  • Reducing unnecessary on-site investigative activity when documentation supports the review process

Importantly, providers are still expected to:

  • Immediately protect residents
  • Immediately report required incidents
  • Conduct internal investigations
  • Document findings
  • Implement corrective and preventive actions
  • Submit follow-up reporting within five working days during the pilot process

The expectation for compliance has not decreased.

If anything, documentation has become more important.

The Real Opportunity for Adult Family Home Providers

As a former Adult Family Home owner, I learned something over the years:

Licensing visits are part of our industry and serve an important purpose. Strong oversight protects vulnerable adults and helps maintain public trust.

At the same time, every provider understands that an onsite visit is disruptive.

  • Time-stamped documentation

The homes that can quickly produce complete records are likely to spend less time preparing for investigations and more time focused on resident care.

The Region 1 initiative is officially described as a proof-of-concept pilot. DSHS will evaluate the results after the pilot period concludes. Potentially opening the concept to other regions in 2027.

No one knows whether this exact process will expand statewide.

However, healthcare regulations continue moving toward:

  • Electronic records
  • Digital reporting
  • Remote review capabilities
  • Data-driven oversight
  • Faster access to documentation
