California’s Community Care Licensing Division (CCLD) has launched a new online portal for administrator certification services.
Effective August 17, 2026, the CCLD Public Portal replaced the Administrator Certification Bureau Online Application Portal and Vendor Automation Platform.
For California RCFE administrators, the portal changes how several certification-related tasks can be completed online. Here is what providers should know.
What Can RCFE Administrators Do in the CCLD Public Portal?
Current and prospective administrators can use the portal to:
- Create a CCLD account
- Schedule Administrator Certification Exams
- Submit initial and renewal administrator certification applications
- Upload ICTP and CEU course completion certificates
- Track application status
- Pay fees online
CDSS also lists account creation and the ability to track and pay most CCLD fees as part of its Release 1 functionality for licensed care facilities and home care organizations.
What Should RCFE Administrators Know?
If you have an upcoming certification, exam, or renewal, it is worth becoming familiar with the portal before you need it.
Anyone using the CCLD Public Portal will need to create an account for the new system.
There is also an important transition detail to keep in mind.
If you have already mailed an initial or renewal application, do not submit the same application again through the portal. CDSS says mailed applications will continue to be processed in the order received.
For renewal applications, submitting the same application again online may cause the system to flag it as delinquent and apply additional fees.
Manual submission and payment options will continue to be available as CCLD expands the portal.
Does the CCLD Public Portal Require RCFEs to Use Electronic Records?
No.
This portal update does not create a new requirement for RCFEs to use an electronic health record, eMAR, or other electronic resident record system.
The CCLD Public Portal focuses on how providers, administrators, and others interact electronically with Community Care Licensing.
It is, however, part of a larger effort by CCLD to modernize its licensing systems and make more processes available online.
What Digital Licensing Tools Are Coming Next?
The August launch is only the first stage of the CCLD Public Portal.
Future releases are expected to introduce additional online capabilities, including:
- Submitting licensing applications and changes
- Checking application status
- Uploading Proofs of Correction
- Uploading appeals
- Submitting incident reports
- Viewing inspection reports
CDSS plans two additional releases in late 2026 and 2027 as it continues expanding the portal. For RCFE providers, that means more licensing-related processes may move online over time, while existing RCFE requirements, including those outlined in California Title 22 unchanged by the portal itself.
